There are no specific restrictions; however, each case will be studied carefully by the relevant authorities and will be dealt with on its merits. There is no residency by investment program as such, although there is a requirement for residence applicants to have either employment in Monaco, or to show that they have adequate funds in a Monaco bank to support themselves whilst living in Monaco. Russian nationals, like other non-EU nationals, will be required to apply for a Visa D via the French consulate where they are currently resident. Monaco applies sanctions against certain individuals and companies, based on EU and UN sanctions, which have been updated recently following the Russian/Ukrainian conflict.
