How can I travel to the United States as a Brazilian resident in Portugal?

I am a Brazilian citizen who is currently living in Portugal and I wonder whether it is possible for me to apply for a tourist visa to the United States. Or does my residency in Portugal give me another type of access?

Although you have a residence permit in Portugal, if you want to travel to the US, you must apply for a tourist visa. The residence permit allows you to move freely within the Schengen area. For all countries not part of the Schengen area, the rule in force is based on your passport, i.e., the country of citizenship.

As a Brazilian citizen residing in Portugal, you would generally need to apply for a tourist visa (B-2 visa) to travel to the United States. Portugal is part of the Visa Waiver Program (VWP), which allows citizens of participating countries to travel to the U.S. for tourism or business for up to 90 days without a visa, using the ESTA (Electronic System for Travel Authorization). However, as a Brazilian citizen, you are not eligible for VWP based on your nationality alone, even though you are a resident of Portugal.
