The fact that you have a TRC doesn't give you any greater benefit when applying for a visa to Portugal, since the document that defines the conditions for applying for a residence permit is your passport. In other words, it will follow the rules that Portugal places on your country of citizenship. The only thing that having a TRC might affect is if you have been a legal resident for more than a year, in which case you can apply for a visa at the consular section of the Portuguese Embassy in Zagreb.
