Unlike in some other EU countries, investment in private real estate is not rewarded with a resident permit. In order to qualify for a resident permit based on investment, the investment must meet the criteria outlined in my answer of Nov. 25th, 2018, titled "What are permitted investments for the Netherlands residency-by-investment program?".
