Can my husband travel in the Schengen area with a Portuguese expression of interest?

I’m Portuguese, and my husband is Cuban, but he has lived and worked in Portugal since November 2022. He is currently waiting for his residence permit. He only has an expression of interest (Manifestação de Interesse). We got married this year and were told we could travel together within the Schengen area even if he didn’t have an official Schengen document yet. Is this correct?

You can travel without any problem, but your husband should bear in mind that, having been in Portugal since 2022 without a valid residence document, he may have problems moving around the Schengen area as he has overstayed his visa as a tourist.
