Can third-country nationals invest or start any type of business in Portugal?

I am curious if there are any limitations on the types of enterprises I can start in Portugal. Are you aware of any?

Nationals of foreign countries can invest or start any type of legal business in Portugal, except for those that the law limits for reasons of national security, for example.

Yes, foreigners of any nationality (European or non-European) can invest in any type of business in Portugal without any limitation. In fact, foreign investors enjoy more benefits from the Portuguese government than Portuguese investors.

Please note the No. 2 investment option: The creation of, at least, 10 job positions. The law does not require specific business areas for this type of investment, as long as the required job positions are created. There is also the constitution of a commercial society with a head office in the national territory, combined with the creation of five permanent working jobs.
