Can an adopted son's family name be changed when getting citizenship in St Lucia?

My brother has adopted a son in UAE, but unfortunately, the law here does not allow changing the son's family name to my brother's. My brother is applying for Saint Lucia citizenship. Will he be able to change his son's name to his family name?
