For a person to obtain free medical care, they should be working in Cyprus. Additionally, she would not be able to come to the island unless she applies for a residence permit as well either with buying property (fast track) or with another category - showing some income from abroad, renting something - but that would take approximately 1 year for her residence permit if any to approve and during this time she will not be allowed to stay during the process of approval.

What kind of social security is my mother eligible for in Cyprus?
I am moving from Israel to Cyprus shortly with my daughter and mother. All of us are EU citizens, none of us has lived in the EU. My question is regarding my mother. While we are buying property in Cyprus, and I have a job waiting for me, can she legally live there with us? She has proof of pension, bank statements, etc., but I am concerned about her medical rights. Is there a process we can go through to provide her with social security? She is 75. Private insurance in the long run is too expensive.

Your mother can obtain a visa either based on your work visa or as a pensioner. If she becomes a Cyprus tax resident then she can apply to have her pension taxed at 5% in Cyprus and also be eligible to get medical coverage under the Cyprus National Health System.
