Legal Notice 437 of 2020 lays down the requirements to apply for Maltese citizenship by investment through the Granting of Citizenship for Exceptional Services Regulations. An applicant is to fulfill all three requirements: 1. A donation of €10,000 to a registered philanthropic, cultural, sport, scientific, animal welfare, or artistic nongovernmental organization society. 2. An investment in real estate in the form of purchasing a property at a minimum value of €700,000 or renting a property at a minimum value of 16,000 per annum. This is to be kept for a minimum of 5 years starting from the date of issue of the certificate of citizenship. 3. A contribution of €600,000 in case the application is submitted after 36 months, or a contribution of €750,000 when the application is submitted after 12 months of residence.

Do I need to contribute to the social fund, donate, and buy property in Malta for citizenshp?
I am looking into Maltese citizenship by investment, but I don't understand whether I have to contribute to the National Development and Social Fund, make a donation to a charity (I assume a Maltese one?), and purchase the property for a minimum of €700,000? Are all three mandatory? I'd really appreciate your help clarifying this.

There are three main investment requirements for Malta's Granting of Citizenship for Exceptional Services by Direct Investment (CDI). The main financial contribution required depends on the residency timeframe applied for. Applicants can apply for Citizenship after a 36-month residency period or, by exception, a 12-month residency period. The investment requirements include: • Transfer of Capital: Applicants who have resided for a 3-year period must make a financial contribution of €600,000, or €750,000 for applicants who have resided for 1 year. This contribution is referred to as the Exceptional Direct Investment. In addition, the contribution for each dependant is €50,000. • Real Estate Investment: Applicants have two options: - Purchase residential property for a minimum value of €700,000 or rent a residential property for a minimum of 16,000 euros per year. The property investment needs to be maintained for a minimum period of five (5) years from the date of issue of the certificate of citizenship. • Donation: Applicants must make a €10,000 charitable donation to an approved Local Voluntary Organisation All three investments are required to be made to apply for Malta's Citizenship for Exceptional Services by Direct Investment.

You need to pay 600,000 euros or 750,000 euros (depending on 1 or 3 years of residence) to the Malta development fund and 10,000 euros to the charity organization. These fees are not refundable. Also, you need to rent a property and pay a rent amounting to not less than 16,000 per year or buy a property not less than 700,000 euro.
