How can American investors get residency permits in Luxembourg?

I've heard Luxembourg has recently imposed new restrictions on Americans as well as people from certain countries who want to visit the country for 'non-essential travel'. Would this new rule also apply to investors and businesspersons?

    The COVID-related travel restrictions that apply to 'non-essential travel' do not apply to new residents.
