Investment made under the Quebec Immigrant Investor Program cannot be withdrawn. The applicant should eventually receive his Permanent Resident visas but current processing times are 67 months, from the time that PR application is received by Immigration Canada. The options are (1) wait for PR processing despite the awful long wait, or (2) abandon the application and not get a single penny back.
