If you are vaccinated, but it is not by an EU-approved vaccine, then your vaccination will not be recognized, and you will then be required to test negative, or go into quarantine, depending on the measures adopted by each member state, in order to move there.

How can foreign investors with non-EU approved vaccines visit European countries like Greece, Portugal and Malta?
I’m a Canadian investor with business partners in South Africa. None of us have received vaccines that are on the EU digital certificate approved list. What options do we have if we want to visit EU countries like Greece, Portugal and Malta to explore investment opportunities in person over the summer.

About travelling to Portugal, the current standard operating procedures in force, considering that you didn’t receive any vaccine that is on the EU digital certificate approved list and that your trip is for business purposes, the only travel restriction you will face is the fact that you will be subjected to isolation upon arrival (14 days) if you are not in possession of a negative PCR test result issued 72 hours prior to your trip. If you are not in possession of such document upon your arrival, at the airport you will be subject to a PCR test at your own expenses and be isolated for as long as it takes for the test result to be issued. My recommendation is to get yourself tested 72 hours prior to your flight and bring the test result with you. This way, upon arrival, you won’t be subjected to any public health measures. As you are a Canadian citizen, the only needed document to travel to Portugal, apart from above mentioned negative PCR test result, is your passport.
