How can foreigners apply for the S-MM2H program in Malaysia?

I've heard Sarawak is the only Malaysian state which is currently accepting applications for the S-MM2H program. How can foreigners apply for it? What criteria does one have to meet? Are there any pandemic related conditions?

    You need to be here in Malaysia to apply for S-MM2H. Unfortunately, borders are still closed.
