How can I apply for Portugal’s digital nomad visa while on a temporary visa?
Do I have to apply for the digital nomad visa from my home country or is it possible to do it while in Portugal on a normal tourist visa without having to travel back home?

It depends which kind of temporary visa you are. However, if it is a tourist visa, yes, it is possible. The application for the digital nomad visa needs to be done at the Portuguese consulate in the country of origin or country of residency. However, it is possible to apply for a residency permit for work or self-employment, while in Portugal, through an expression of interest.

There are 2 types of Digital Nomad Visa – one up to 1 year (does not lead to residency) and other one for residency purposes. (1) Temporary stay visa for the exercise of professional activity provided remotely to someone outside the national territory (For those who want to come to Portugal up to 1 year.) Alternatively, (2) residence visa for the exercise of professional activity provided remotely to someone outside the national territory (For those who want to come to Portugal more than 1 year, to establish residency.) If the applicant entered legally in Portugal but without this specific visa, it is still possible to apply for a residence permit for remote work through a regularization procedure. We do not recommend this practice due to the processing time (more than 12 months) and the lack of appointments available for this purpose.

The application must be made to the Portuguese consulate in the applicant's country of origin/residence, by filling out a request form and presenting the legally required documents. The temporary stay visa and residence permit for digital nomads can be requested at the Portuguese consulates or at the Foreigners and Borders Service. Therefore, it is possible to apply for a digital nomad visa in Portugal at the Foreigners and Borders Service (SEF).

Although the most recent update in the Portuguese immigration law contemplates the possibility of applying for a Digital Nomad Residence Permit from within Portugal, the Immigration Authorities have not yet implemented such procedure. That said, you'd have to return to your country of nationality/country of legal residence to do so.

The visa applications for Digital Nomads Visa (D8) must be submitted in person at the Portuguese Consulate in the country of residence, with all the required (original) documents attached. The residence visa is valid for 120 days. After that, in Portugal, a residence permit must be requested from the Immigration and Border Control Service, for which a prior appointment must be made. The residence permit will be issued after an interview with the SEF and upon presentation of all the necessary documentation.
