How can I enjoy a “discount” on the required investment amount of Portugal’s RBI program?

I was told that if investing in a “low-density” area, one can enjoy a 20% discount on the required investment amount for Portugal’s residency-by-investment program. Is this true? If so, is there a list of areas that fall under this category?

The value of the Golden Visa real estate investment may be reduced to 350,000 euros if the building has been completed for at least 30 years, or the property is located in an urban regeneration area (although it may be less than 30 years). The value of this investment can be reduced by 20% (280,000 euros) when made in low-density territory. Low-density areas are classified by the local government.

You can enjoy a "discount" on your investment amount if you make an investment in a low-density area. Low-density areas are municipalities with less than 100 inhabitants per 2 kilometers or with a gross domestic product (GDP) per capita less than 75% of the national average.
