That is not possible. To get your temporary card until you get your permanent residency will be the same always. You must to take your picture at an immigration office. For example, you got your temporary card, then you can leave Panama until it is authorized for you to come back to Panama and get your permanent residency. Then you can leave the country again, and before having two years out of Panama, just visit Panama once and leave it again. Then you can renew your status as a permanent resident.

How can I get Panama residency remotely without a visit to the country?
I am interested in obtaining Panama residency but cannot visit the country at this time. However, I would like to get the process started from my home country. Is this possible? Can the entire process be done out of Panama, or does it require one or more visits before establishing residency?

Please note that in order to start the process, you'll need to be in Panama for at least two working weeks, and once that is granted, you'll have to return to Panama for a couple of days. Please note that this time doesn't include the opening of bank accounts, corporations, acquisitions or any requirement of your visa.
