How can I live long-term in Turkey as a Vanuatu tax resident?

I’m a Syrian national living in Turkey with my family. I’m considering applying for Vanuatu citizenship but use it to remain in Turkey. I would like to pay taxes in Vanuatu instead. Is this doable?
