How can I obtain residency by investment in Malta without becoming a tax resident?

I want to get Maltese residency and live there full time, but I want to remain non-domiciled and not pay taxes in Malta. Is this doable?

You will not be a tax resident in Malta if any income is not remitted to Malta.
