How can I renew my study permit it Germany from outside Germany?

I’m a Palestinian national studying in Germany and my student visa is soon going to expire. But I’m currently in Egypt with family and will not be able to renew my student visa from Germany, can I do it from Cairo seeing I’m not Egyptian nor am I a resident here?
