How can I travel to the EU (Ireland) for a vacation while waiting for my Portugal residence permit through expression of interest?

I have a Brazilian passport and I am waiting to hear back on my Portuguese residence permit which I applied using the expression of interest. I want to travel to Ireland for a short vacation. I have been living in Portugal for more than 6 months now. As Ireland is not in the Schengen Area, can I travel to Ireland and return to Portugal even though I don't have a residence permit?

In that case, as you've already been in the Schengen area for more than 90 days (the length of stay allowed as a tourist) you may have some problems getting back to Portugal after you leave, since you overstayed in the Schengen area.

The expression of interest does not grant a right of residence, it only legitimizes the stay in the country. Therefore, its holder does not enjoy the same rights as a legal resident, namely with regard to movement rights. Technically, there may be a problem re-entering the country if the applicant does not already have an appointment for a face-to-face interview with the SEF. for this reason, leaving the country pending the expression of interest is not recommended.

The expression of interest allows non-European citizens to enter the country legally and be regularized until the conclusion of the legalization process, which happens with the obtaining of the residence permit. Until the residence permit is obtained, travel outside the country must be limited. With a Portuguese manifestation of interest, you cannot travel to Ireland. You would have to check Brazilian legislation to see if you can travel to Ireland with a Brazilian passport.

While waiting for your Expression of Interest to be processed and your Residence Permit to be issued, I'd recommend not to travel out of Portugal -- and considering that Ireland is out of the Schengen Zone, please consider that your overstay in the EU would be noticed since they will check your Brazilian passport in border control.

Under "Manifestação de Interesse" you will not be treated as a resident in Portugal, therefore, when trying to enter the Schengen area again (after you have been in Schengen for more than 90 days) you may have problems. In regards to the entry rules in Ireland, you should consider the immigration rules applicable to Brazilians in Ireland.
