How can investors with Japanese vaccine passports enter Malta to explore investment immigration opportunities?

I recently received my Japanese vaccine passport in Tokyo and I would like to know if it would be enough to pay a short visit to Malta to explore investment immigration options in person. Would I need to take any additional steps for a visit?

    Japan is currently considered a 'red listed' country by the Maltese Authorities. The requirements to enter Malta from red listed countries include: all passengers are required to present a completed Public Health Travel Declaration and Passenger Locator Form (PLF); for travellers over 12 years of age, it is required to present a vaccination certificate accepted by the Maltese authorities. Such vaccination certificates include the: Maltese vaccination certificate, EU Digital COVID vaccination certificate issued by EU, and the United Kingdom's NHS Coronavirus (COVID-19) Vaccination Certificate. Currently, a vaccination certificate from Japan is not yet recognised. As such, travellers arriving who are not in possession of a recognised vaccine certificate will need to present a negative nasopharyngeal PCR test not older than 72 hours on arrival and will be required to fulfil a mandatory quarantine period of 14 days in a hotel. As the situation continues to change, it is advised to check requirements prior to travel.
