How can nationals of Afghanistan apply for visas in Germany?

I’m an Afghan citizen but I lived in Saudi Arabia all my life. Now I’m working in a highly skilled computer programming field and wondering if I qualify to apply for job-seeking or blue card visas in Germany or are there any restrictions on Afghan nationals I should be aware of?
