How can one gain residency in Panama by investing in reforestation projects?

I've heard that it's quite cost effective to gain residency in Panama by investing in reforestation projects. How does this work exactly? Would investors be held responsible for the success of such projects if they invest in it?

    The Forestry Investor Visa is a feasible option as long as the investment is made in an approved project, with a minimum amount of $80,000 in a minimum land size of 5 hectares. Permanent residency under this program is obtained within 3 years.

    A minimum investment of $80,000 on government-approved reforestation lots, larger than five hectares, will grant an investor the possibility to apply for a two-year residency, which will allow for a permanent residency permit afterwards. Investors won’t be responsible for the success of these projects, given that these are already managed by the company that originally requested the reforestation licensed.
