I'm an American investor based in New York who is looking to move to Portugal and gain permanent residency. Would it be enough to just show a negative COVID test or is it necessary to be vaccinated in order to visit and see my investment immigration options in Portugal?

There aren’t any restrictions on unvaccinated American investors from getting permanent residency in Portugal via investment. It would be enough to show a RT-PCR Test (or similar NAAT test) 72 hours before boarding, or a Rapid Antigen Test, 48 hours before boarding in order to visit and see your investment immigration options in Portugal.

Non-essential travels, e.g. tourist travels, from the U.S. to Portugal are currently permitted for travelers with proof of a negative COVID-19 test. Every passenger must submit a negative SARS CoV-2 result before boarding. The Portuguese law does not obligate the applicant to be vaccinated in order to apply for, or obtain, the residence permit; vaccination is not compulsory but it avoids having to undergo several tests in order to travel, access certain cultural events or venues, spaces, restaurants etc.
