How does the Netherlands define a foreign investor’s contribution as “innovative” to the Dutch economy?

I want to invest in the Netherlands and gain residency but am worried about the points system. How do I know if my business would be considered “innovative”? That seems like a subjective term and I would like more guidance.

    It is not required to invest in an enterprise or project that is deemed "innovative" in order to qualify for residency on the basis of the investor scheme. In case the investment is made in a participation fund that is or becomes a member of the Netherlands Association of Participation Funds (NVP) or in a seed fund recognized by the Ministry of Economic Affairs and Climate Policy, the "innovativeness" is not taken into regard.
