How does the family reunification visa compare to a student visa in Germany?

My brother wants to join me in Germany now that I'm a permanent resident here. We're from Lebanon. He also plans to get a master's degree here, and so we're confused if it would be better if we apply for family reunification (are we eligible being siblings?) or maybe he should just apply for uni and get a student visa and we sort it out after he's here. What do you recommend?
