I am not sure that you will be able to make an application, because the scheme seems to envisage that the main applicant would be the veteran themselves. As your father has passed away then, obviously, this is not going to be possible. But the scheme will not open until later this year, and presumably detailed rules and guidance will be published by the Home Office before then, so we will be able to see exactly how the scheme will work and if an application will be possible for you.
