How is British Columbia’s new regional pilot program different from its provincial nominee program?

Recently many people are discussing British Columbia’s new regional pilot program. The procedure seems more complicated than its provincial nominee program because investors have to work on a community referral at the very first stage. I am interested in relocating to British Columbia. I do not know if I should go with its traditional provincial nominee program or this new pilot program.
