A few days ago, Quebec announced that QIIP would be closed from Sept. 1 until Oct. 31 (except if principal applicant speaks French at minimum B2 level). We don't know yet if QIIP would reopen on Nov. 1, but that would be your best possible scenario. Unless you manage to use the 2.5 months still available in front of you to speed up and submit before Aug. 31.

How likely will the application window open for Quebec’s investment immigration program this September?
I want to apply for Quebec’s investment immigration program. However, I am still preparing for the required documents and I don’t think I can submit the application before the window closes for the 2018-2019 application year. I understand that normally Quebec would open the window for the next application year every September, but I also heard things for this year might be different because the authorities have already extended the window for months. I want to know how likely the program will accept applications again.

We cannot answer this question for now. A three-year immigration plan will be decided in August 2019. We will have a better idea after that.

I would say likely, but with the change of government, no option is off the table.
