As you’ve correctly stated, SEF has increased the government fees for approvals of residence permits under the Golden Visa program since last May. At this point, once his application is approved, the applicant will need to pay the government fee of € 5.391,56 per person, in order for the respective residence card to be issued. This change is applicable to all pending requests; as such, all residence approvals issued from May onwards will be subject to this amount.
