How strict are the language requirements when an investor applies for residency in Malta?

I'm a Chinese investor looking to gain permanent residency and eventually citizenship in Malta. Do I need to know the Maltese language before applying? Would I be able to get by if I communicate in another European language like English?

You would have no problem communicating in English as it is one of the two official languages in Malta and widely spoken. There are no language requirements when applying for either Malta's Citizenship for Exceptional Services by Direct Investment or the Malta Permanent Residence Programme (MPRP).

There are no language tests or requirements under either the Malta Permanent Residence Program or the Citizenship for Exceptional Services Regulations. Maltese and English are both official languages of Malta; most Maltese can communicate in both these official languages. Therefore, while it is not a requirement, knowledge of the English language will certainly facilitate your experience in Malta.
