The Malta Startup Residence Programme was launched in October 2022. The new programme is designed to attract investment from third country nationals and offers a renewable three year residency permit for startup founders, their family members and key employees of the startup. One of the main criteria to apply is that the start-up needs to be innovative. Eligible business projects must fulfil two of the following criteria: (1) the business plan shall propose products or services which are new and innovative compared to complementary products; (2) have the potential to generate income from various geographical markets; or (3) utilise process that is new or substantially improved compared to those adopted in the current market.
