The EU Digital Covid Certificate from July 1 will make it easier to travel to and from countries of the European Union for people who have been vaccinated with at least 1 dose of vaccines recognized by the European Medicines Agency (EMA). Travelers coming from non-EU countries, at least until July 30, 2021, depending on which non-EU countries they come from, may be subjected to different measures. Travelers travelling from the UAE will be able to enter Italy if they or their family members are Italian/UE/Schengen countries citizens, or in the case they hold an EU long-term residence permit, or they have a proven and stable relationship with Italian/EU/Schengen/non-EU citizens legally residing in Italy, or they travel for compelling work, health, study or urgency reasons, and they can provide evidence to justify the reason why they are travelling; they would need to fill out the EU Passenger Locator form and show a negative PCR test taken no more than 72 hours after they enter Italy. They would also have to notify their entrance in Italy to the local health authority and undertake a 10 days self-isolation period and take a new PCR test at the end of it.

How will non-EU investors be able to visit Italy after the EU COVID Digital Certificate system gets implemented?
I'm from the Middle East looking to explore my residency by investment options firsthand in Italy. I've heard the EU is implementing its new COVID Digital Certificate system from July 1. How would this apply to non-EU citizens like me? Would a negative PCR test be enough for me to travel to Italy?
