How can someone with Parkinsons get a Panama retirement visa?

If an individual is living with Parkinson's disease and there are indications that they might be developing dementia as a result of the condition, is it still possible for them to apply for a retirement visa in Panama? Would their health condition affect their chances of obtaining this visa in any way?
