Should I apply for Vanuatu citizenship from India or move there first?

Should I apply for Vanuatu citizenship directly from India, or should I follow the path that many Indians take, moving to Dubai for a year, becoming non-resident Indians (NRIs), and then applying for Vanuatuan citizenship? Would moving to Vanuatu and starting my application there expedite the process?
