What are the requirements for engaged applicants participating in the Cyprus citizenship by investment program?
I am a Chinese citizen living in Beijing and recently got engaged. We are planning to hold our wedding in nine months. Can we begin the citizenship by investment process or do we have to wait for nine months until we are married? If we cannot complete the process as an engaged couple, are there certain parts of the process that we can begin now?

The decision of the Council of Ministers dated Sept. 13, 2016, provides for the grant of the Cypriot citizenship to the spouse or partner of an investor. In this decision, it is clarified that for the purposes of the program, the term partner refers to "two individuals (either heterosexual or homosexual) who are capable to conclude a ‘written agreement’, known as the ‘Civil Partnership Agreement,’ which confers the same rights as marriage (with the exception of the adoption law).” Therefore, you will not be qualified to begin the citizenship-by-investment process jointly with your fiancée. However, you may apply as a sole investor and your future wife included in your application as soon as you get married. In the case where you wish to proceed jointly with your future wife, kindly note that, during the period of nine months until the wedding takes place, you may proceed with the selection of the investment with which you will promote your application for citizenship and with the collection and/or preparation of the required personal documents (with the exception of the certificate of clean criminal record, which must be issued maximum three months before the filing of your application for citizenship, and the certificate of marriage, which will be obtained at a later stage).

The requirement for an engaged couple is the same as a married couple. Both applications can be submitted at the same time with a proof that the applicants live together. An investment of 2 million euros is required, plus a property of 500,000 euros, though this is only if the investment is not made in the real estate area.
