Flights from Germany to Turkey have no travel restrictions in Turkey. But Germany still applies restrictions on travel about Turkey. In this case, I recommend that you should come from another country to Turkey with a transfer. Turkey investigates COVID-19 symptoms of the passengers at the airport. If you are showing symptoms, you will get quarantined for treatment in Turkey.

There are no restrictions to travel to Turkey from Germany currently. You can travel without any restrictions. But this situation may change in the coming days. So you should check for any restrictions again before your flight.

Germany and the U.S. have not opened their borders to Turkey. However, one of our clients from Croatia (which has not opened either) flew to Istanbul through Amsterdam via a connected flight. As for quarantine, you will not be subject to a quarantine unless you have certain symptoms such as fever.
