What are the nationality restrictions, if any, for Malaysia’s residency by investment programs?

Are there any restrictions on Syrian nationals applying for the PVIP or Malaysia My Second Home? I heard that from a lawyer friend but can’t find it on the official websites for either visa. Could you advise?

    Syrian nationals are eligible to apply for a Professional Visit Pass (PVIP) visa and Malaysia My Second Home (MM2H). This visa category extends its application to nations that maintain diplomatic relations with Malaysia. At present, only individuals with Israeli and North Korean nationalities are excluded from participating in both visa programmes. However, do note that nationals from countries that are on the Central Bank of Malaysia sanction list (Syria included) will not be eligible to open a bank account in Malaysia, and thus, while they are not prohibited from applying, they would have difficulties fulfilling the RM1 million fixed deposit condition of the programme. Having said that, if the applicant already has an existing bank account in Malaysia or if they have a second passport that is not from Israel, North Korea, or on the Central Bank of Malaysia sanction list, this will not be a problem.
