During the application process there is no rent minimum applicable. The minimum rent applies from when you have the passport onwards.

What happens if I fail to make the rent minimum for my Maltese citizenship application?
I was paying enough rent on my Malta home rental to qualify for my citizenship application, but my landlord has decided to stop renting his place to my family and we are being forced to move elsewhere. For the time being, we have secured a hotel, but I am worried about my leasing requirement for our citizenship application. Do we have to find another place quickly? What should I do?

You must rent property as per IIP requirements. The hotel is not accepted. You need to rent a new property as soon as possible, provide your new address to the IIP agency and change your ID card.
