There are no French requirements for the QIIP. If you get B2 level for speaking and listening in French, you do not need a quota and get express processing. When you arrive in Quebec, you can study french if you want. Basically, language is not a requirement for this program.

What is the language requirement for the Quebec Investor Immigration Program?
I am interested in the Quebec Investor Immigration Program, but I do not speak French. I am fluent in Mandarin and conversational in English. What is the French language requirement to participate in the program? Can I enroll in French classes after submitting my application?

There are no language requirements in the Quebec Investor Immigration Program. Once you apply or after you land in Canada, you could indeed learn French. The Quebec government offers free French classes.
