What kind of requirements are needed for a nomination letter in order to be eligible to apply for Australia’s Business Innovation visa?

Does it have to come from an official entity or would an Australian university be able to provide me with such letter? And finally, can I change to this visa while in Australia on a tourist visa?

    The key requirement of the Business Innovation visa (subclass 188) of Australia is that you must be nominated by an Australian State or Territory government agency, before being invited to apply for this visa. Therefore, you need to contact only the relevant State or Territory government agency in Australia. If you received your invitation for this visa, you can be in or outside Australia when you apply for the visa. If you are in Australia, you need to check your current visa conditions which may restrict applying for a visa in Australia. Some tourist visas may be imposed with 8503 condition ‘No further stay’, which means that you cannot apply for another visa when you remain in Australia.

    To be eligible for State or Territory Nomination for the 188A Business Innovation stream, the applicant must meet the State Government requirements, which differ from state to state, in terms of the conditions and monetary investment required. For example, the State of NSW requires that applicants prepare a business proposal that clearly describes how their business will contribute to the NSW economy and create new jobs, and they must create a minimum of two new full time equivalent jobs. Also, the applicant must make a business investment of $500,000 AUD – Sydney or $300,000 AUD – Regional NSW.
