What matters here is the moment when your online application was executed, not when it was decided. If you applied under the former legal framework, your rights cannot be jeopardized due to a new set of rules that go against them. If by December 31, 2021, your application (at least online) has been executed but hasn’t been decided yet, there won’t be a problem.
It's no longer possible to start a deal now in Lisbon, Porto, and coastal areas to apply for the golden visa. The steps needed before applying for the golden visa (obtain the NIF, open a bank account, make the transfer into the account, etc) take more time than what we have until the end of the year. You still have other options like investing in commercial real estate (offices, restaurants, hotels, etc.), investment funds or creating jobs.
