What travel restrictions apply on applicants to Australia’s investor and global talent programs?
I've heard that successful applicants for the Business Innovation Investor program and the Global Talent program can enter Australia at any time if they are granted one of these visas. Is this true? What other conditions would apply on them?

A Global Talent 858 visa is a permanent visa and the holder of an 858 visa does not require a travel exemption to enter Australia. A person who holds a Business Innovation and Investment (subclass 188) visa is also automatically exempt from the travel restrictions and can enter Australia (without obtaining an individual exemption). Quarantine differs from state to state with some states now allowing home quarantine for fully vaccinated travellers. Australia considers you to be fully vaccinated if you have completed a course of a Therapeutic Goods Administration (TGA) approved or recognised vaccine. This includes mixed doses. Current vaccines and dosages accepted for the purposes of travel are: Two doses at least 14 days apart of: AstraZeneca Vaxzevria, AstraZeneca Covishield Pfizer/Biontech Comirnaty, Moderna Spikevax, Sinovac Coronavac, Bharat Biotech Covaxin, Sinopharm BBIBP-CorV (for 18-60 year olds). Or one dose of: Johnson & Johnson/Janssen-Cilag COVID Vaccine. At least 7 days must have passed since the final dose of vaccine in a course of immunization for you to be considered fully vaccinated.

The Business Innovation and Investor program subclass 188 visa holders -- even though a temporary (provisional) visa would have special exemption to enter Australia -- presently have no requirement to apply for consent to enter. The GTI program is a permanent residence visa so they have an automatic right to enter upon grant. The only conditions would be to have double vaccination from recognized vaccines to enter Australia and the specific conditions attached to each visa type (e.g., condition 8557 for 188 SIV stream visa holders: maintain complying investment for the term of your visa).

You are automatically exempt from travel restrictions and can enter Australia without obtaining an individual exemption if you are a permanent resident of Australia, holding visas such as the subclass 858 Global Talent visa, or a person who holds a Business Innovation and Investment (subclass 188) visa. However, unless arriving on a quarantine-free flight from New Zealand, all travelers arriving in Australia, including Australian citizens, must quarantine for 14 days at a designated facility, such as a hotel in the city of arrival.
