What visa options do highly qualified applicants have in Portugal?

Are there any immigration incentives for people with advanced education degrees and professional qualifications when they apply for residency in Portugal? Would they get access to any special visa category?

Portugal's HQA visa program is designed to facilitate highly-qualified professional’s entry and residence applications, and is meant for applicants who perform research and development activities in Portugal through collaboration with recognized research institutions. Upon meeting the criteria, the applicant gets a temporary residence permit, valid for a period of two years, renewable for as long as the above mentioned criteria is fulfilled. Should it not, one will still be able to renew the residence permit under general rules.

In addition to the “EU Blue Card” regime or the special regime for highly qualified work for certified companies – “Tech Visa”, Portugal has the D3 visa which allows access to a residence permit for the exercise of a highly qualified activity, subordinate or not. The residence permit can also be obtained, in some cases, directly in Portuguese territory, although the standard process is through the Portuguese consulate at the residence country of the applicant.
