The law does not specify any requirements for the creation of 10 job positions; however, it is our legal opinion that the employees must be either Portuguese citizens or nationals of other European or third countries who are legally residing in Portugal. This means that this type of investment cannot be used to, for instance, bring 10 people from abroad and hire them in Portugal or bring the whole family to Portugal through this type of investment route. There are no language requirements in this investment route. Please note that the number of jobs created may be reduced by 20% (to eight job positions) provided that the investment is made in sparsely populated territories.

What’s the criteria to qualify for golden visas in Portugal through job creation?
Would I be able to employ foreigners in my business in Portugal if I opt for this route or would I need to employ Portuguese citizens only? Also, would I need to meet local language requirements if I choose this route?

You have to open a company with at least 10 employees, and keep it for at least five years.

To obtain the golden visa by such means, you only need to create jobs, they don't necessarily have to be jobs for Portuguese citizens. You also don't need to meet any language requirements to get a visa for Portugal.

Under the job creation option, the only requirements are providing proof of hiring 10 people (eight in low density areas); such proof can be made through labor contracts and proof of social security contributions. There are no language requirements or workers' nationality limitations for purposes of Golden Visa.
