When applying for the Netherlands foreign investor program, how does the Netherlands Enterprise Agency judge my potential contributions?

I heard that the agency favors investors who add specific knowledge, networks or clients. But if I am from Vietnam and know people there, how might that benefit me in an EU country and with my application? Do you have any advice in this regard?

    This would be hard to say, due to the lack of any policy guidelines and reference material. Please note that in early 2019, several years after the investor program has been implemented in the Netherlands, less than a handful of people are actually holding a resident permit based on this immigration scheme. As for your question, I believe that the agency favors investors who add specific knowledge, networks or clients by bringing these to the Netherlands. A network only in Vietnam would not contribute to the Dutch economy, unless your initiative for investment is opening up this network to (business partners or other parties in) the Netherlands.
