At what point in the Golden Visa application process does a spouse get a resident permit?

I would like to know at which point of the Golden Visa application can a spouse be included. Is it during the application submission stage, when I add him as a dependent in the application form, or is it after I receive my permit and apply for a different kind of visa/permit separately on a family reunion basis? My fiancé and I are getting married in the near future and I want to make sure that he gets a visa/permit as soon as possible.

Provided you are already married when you apply, she can apply simultaneously with you, i.e., during the application process. But she can also apply later if you are not yet married at that stage.

It's at the time of the application submission.

The spouse could be included either at the stage of submission of the main applicant’s file as family member or at a later stage. There is no need to wait for your resident permit issue first. Both applications could be submitted at the same time.
