The NDF investment reduction to $100,000 is currently indefinite. It is highly unlikely that the donation amount will be increased in the foreseeable future unless all of the Caribbean citizenship programs get together and all agree to increase the minimum investment at the same time. Note that the real estate minimum investment has also been reduced (to $200,000) under certain circumstances.
