It is true that one agent has a "special" program called the Vanuatu Contribution Program (VCP). To be a little direct, this has no difference to the Vanuatu Development Support Program (DSP), apart from having been given a different name and having been given to one agent in Hong Kong for some reason that nobody in the rest of the world can find out or understand. So, they can claim to be the exclusive distributor for the VCP, but it is a marketing ploy for a program that is the same as the DSP.
