Who can apply for the 2021 Resident visa offered by New Zealand?
I've heard that New Zealand is offering a new residence visa pathway from December this year. Would this pathway be open to all foreigners? Can I be in Europe and apply for this visa?

New Zealand is offering a new one-off residence visa pathway from December 2021 for some temporary work visa holders currently in New Zealand. People who are currently outside New Zealand, but who have applied and will be granted certain critical purpose visa and will arrive in New Zealand before July 31, 2022 on long-term visas of over six months duration may also be eligible.
